What are these tiny flying bugs in my house?

I wish I could take a photo of these little flying gnats.  Well, I can take a photo, but they are too small to really see.  What are they and how do you get rid of them?

They are near the garbage disposal, and really all over.  I don't think they bite?  Regardless. I can feel them crawling on me here and there
